Monster passive damage

‘help monster guest’ says:

If a monster is never defeated they can choose to delete to have the monster
leave the city once they no longer are doing passive damage to boroughs.

But there is no info about how/in which situations will a monster stop doing that passive damage. Is it after they have done a certain number? Is it by borough? Is it by number of active hours? Will they be notified?
