    How are people selected for things like rating events, clues, etc.?

    It is believed that political capitol for events is based in part on myhaven ratings for said events. How are people selected to issue these ratings? I have noticed that I receive the prompt to rate events perhaps once out of every ten events I attend. And in asking around, there are numerous people who cannot find any evidence of their events generating rating prompts at all. Is something being missed? Is there some requirement needed to generate these?

    How are people selected, also, for clues for plots? If you check plot info for plots that have clues, you will notice consistently the same handful of people get clues every single time. There is some variety of course, but there are several people who pop up consistently. And there are plenty of people (hi) who have never even once received one. People who are active, have been around for a while (and people who are newer than me have received clues).

    It doesn’t feel truly random if there are a lot of people who have never been issued things like clues, event ratings (or had their events generate ratings). It feels like there’s some aspect of the ‘mini game’ being missed here.
