The Tower is a primarily supernatural group dedicated to the organized restructuring of man. They tend to believe that human weakness and unpredictability as well as poor organization and management of the world is the cause for most of its problems and have very clear ideas about how to correct these errors.

Specially through the use of extensive tests, using biological and genetic tests as well as those assessing aptitude or personality, The Tower intends to choose careers, living locations and even breeding partners for the rest of the world.

While condemned by many for their advocacy of eugenics, as well as their desire to strip most people of free choice when it comes to many important decisions, members of the Tower point to the chaos and unrest caused by the poor choices made by those people. How often people change careers, how many people can't find jobs or turn to crime, how with genetic quality no longer relevant for genetic success the human species is likely de-evolving rather than improving itself.

Obviously they tend to consider those with supernatural gifts as being slotted into more senior and decision making roles in their new society, based on the fact that their natures are simply superior, making them by their own assessments better leaders and breeding partners.

The main goals of the Tower are to gather power to better carry out projects and to assemble as much evidence as possible that their methods are indeed superior. This typically means assessing or analyzing others, often against their will, and then encouraging/forcing them to alter their lifestyle based on the results, then monitoring what happens.
