On a strategic level, New York belongs to the Temple. But in the streets, cults and sects and criminal gains thrive beneath the Temple's notice. With end times approaching, a multitude of cults have sprung into existence with the goal of ascending their chosen Eidolons for the coming final battle.
However there is another type of a cult, the cult of the falling star. A cult that believes that the end of the world is divine judgement and they want to be the ones credited with the destruction of the world by pulling a star down to wipe out the earth. Their Eidolon is not yet identified. Only their mission.
The Disciples of Abraham seek and destroy the most dangerous supernatural groups they can, and being well aligned with Temple interest, securing a majority control of New York seems like the prudent choice. Wiping out the cult of the falling star is also important, even if their organization is unlikely to be the one to bring about the apocalypse.
