More interested in archiving the supernatural world than participating in it, the Carnelian Library is a local chapter of the Red Circle - an organization driven almost entirely by its pursuit of arcane knowledge. Like the overarching organization, the Librarians are a neutral party amid the chaos of the cold war, interested solely in bettering their minds.
In order to preserve their longevity in Haven, and therefore continue archiving the goings on within the town, the Librarians are willing to take time out of their schedules to do research for anyone willing to pay them. They're also willing to serve as mediators for inter-faction disputes, offering Venetian hospitality to both sides and serving as calm heads during potentially biased arguments.
Though they care little about what individuals do during their day-to-day lives -- including whether or not they have magical capabilities -- a strict level of decorum is expecting out of all members during group conventions or when acting as a representative of the Librarians as a whole.
Lacking the same heavy hand as the Black Circle with their apprentices, the Librarians nevertheless encourage self-sufficiency and drive, as well as a willingness to learn.

⨒ Initiate The ground-floor rank within the Librarians; initiates are future arcanists who haven't yet been taken on as a student. Initiates cannot serve as representation for the Librarians, have no standing to vote on Librarian functions and are given no work or responsibilities beyond proving themselves useful so that an older arcanist might show interest in being their teacher. Initiates who fail to do this after only a couple weeks' time are culled from the organization and left to fend for themselves.
⨒ Associate Associates are allies to the Carnelian Library, but are not considered members of the organization for practical purposes. They may or may not be arcanists themselves, and generally have ties to other, larger organizations. Though they cannot serve as representation for the Librarians, have no votes in the organization's workings and aren't allowed into the Librarians' base of operations without permission from full arcanists, they're given reports on information learned by the Carnelian Library and kept up to date on inner workings of the organization as a whole. In turn, they're expected to keep the Librarians up to date with information from their own organizations, provided that information isn't deemed sensitive.
⨒ Apprentice The apprentices are the future of the Library, those initiates who took initiative and found themselves a Master within the organization. Though they cannot serve as representation for the Librarians, they are allowed to cast votes that count for half, and are given tasks by their Master to improve themselves. They may or may not be treated rather poorly, depending on the Master that takes them on. [Occult Knowledge 0+.]
⨒ Novice Novices are apprentices in the later portions of their apprenticeship, generally smarter and more savvy in arcane practices. Novices are given more leeway, and can even serve as representation for the Librarians provided they have permission from their Master. They're arcanists who've moved beyond their apprenticeships, but aren't yet considered members of the Carnelian Council. ⨒ Councilman Councilmen are full members of the Red circle, given respect for their age and knowledge of the arcane world, and hold two votes when called for. They often hold positions in one of the three branches of the Library and take on the functions of that role, but are awarded higher standing among their peers. ⨒ High Council High Council are the older, wiser members of the council who generally govern procedure changes. They're given the most respect and are preferred above the other ranks in matters of dealing with other organizations. They have three votes when voting occurs. [Occult Knowledge 4+, at least 40. ⨒ The Red Masque The oldest and most knowledgeable, the Red Masque is the most powerful member of the High Council, afforded the most respect throughout the organization, as well as the most mobility.
